The City of Huber Heights Police Division requires persons of high character with intelligence, sound judgment and physical stamina who have an aptitude for police work and who can work together in a disciplined organization.
What We Offer:
This is a public servant job based on public trust, competency and credibility. It is a critical requirement of this position that the incumbent has the desire and the ability to perform and behave (on duty as well as off duty) in a manner that does not cause damage or endanger the loss of trust and credibility with the public, the court systems, co-workers or other law enforcement and public safety agencies.
The incumbent performs law enforcement duties and non-law enforcement duties directly related to public safety and service. These duties include, but are not limited to: promoting and maintaining public image, responding to calls for service of a non-enforcement nature, preventing, detecting and investigating crime, enforcing violations of criminal and traffic statutes, serving criminal warrants and providing protection services.
The incumbent must have the competency, initiative and willingness to work a majority of assigned hours without direct supervision. He or she must have a cognitive ability and desire to understand and interpret organizational rules, policies and practices in a manner that solves problems while at the same time promotes this organization’s public image and mission.
Because the majority of duties in this position are preventive and peacekeeping in nature, the incumbent, when not responding to calls for service or on assigned duties, must be willing to self-initiate public relations, and preventative and enforcement work in those areas designated by management as priorities for this job. This means, in many instances, the incumbent must be able and willing to know what to do before having to be told what to do.
The incumbent must also be able to interact comfortably, lawfully, efficiently and often quickly with a wide variety of citizens and citizen’s groups who may have a multiplicity of problems and have need for enforcement and safety related services.
Duties are frequently performed under a variety of known and unknown working conditions. Calls for service are often repetitive and sedentary in nature, punctuated with diversity. Sudden changes in service demands tax the extremes of the incumbent’s physical and mental resources. For these reasons, it is imperative that the incumbent poses and maintain a physical and mental condition which will enable him or her to perform the expected duties and tasks of this job.
Personal and public safety consciousness, knowledge of and strict adherence to the observation of the civil liberties of all persons and citizens, the ability and desire to demonstrate competent performance without direct supervision and the desire and ability to promote and project a positive public image are critical requirements of this position.
The incumbent reports directly to a first-line supervisor.
Current salary schedule provides $39,090.06 during the probationary period (1 year), $42,852.78 after one year service, $46,660.43 after two years service, $50,424.40 after three years of service and $55,500.43 after four years of service in the position of officer. A 1.25% performance incentive pay based on annual salary is also awarded to those who qualify.
Benefits currently include

- 10 paid vacation days per year for less than 5 years of service, 15 paid vacation days per year for 5 years of service, 19 paid vacation days per year for 10 years of service, 24 paid vacation days per year for 15 years of service, 26 paid vacation days per year for 20 years of service and 28 paid vacation days per year for 25 years of service. Prior service as a full-time police employee with another Ohio political subdivision is credited toward vacation accrual.
- Sick time is accrued at 5 hours per pay period.
Pension at age 48 and after 25 years of service, eligibility for enrollment in Credit Union, Deferred Compensation Plan, Group Accident and Life Insurance and coverage in medical, vision, dental and hospitalization plan.
Educational Incentive pay is provided yearly for those holding degrees directly related to the employment position at the rate of $700.00 for a Bachelor’s degree, and $400.00 for an Associates degree.

Physical: Applicant must be in good physical condition. Must pass the physical abilities test and the medical examination at time of appointment.
Certification: Must, at the time of appointment, have or be able to obtain an Ohio Peace Officer Training Commission Certification.
Education: Must have a high school diploma or GED equivalent.

Filing:
Each person must file a completed applicant testing card with the Huber Heights Police Division by the disclosed deadline date and time.
Travel:
When travel to Huber Heights is necessary to continue the application process, applicants are expected to travel at their own expense. Out-of-town applicants receive consideration when scheduling appointments. Every effort is made to minimize travel, usually by scheduling several steps for the same trip.
Duration:
The duration of the selection process is estimated to be four (4) months from test date to start date.
The Competitive Examination:
Written:
A competitive written examination will be administered by an independent company for the purpose of establishing a ranking eligibility. A study guide will be available for applicants. A minimum score of 70.00 is required to continue the testing process.
Physical Abilities:
A pass/fail physical abilities test will be administered to those applicants who score 70% or better on the written test. An accident waiver must be signed prior to taking the physical abilities test.
Examination of Test:
An applicant has the right to the inspection of all examination results and papers and has the right to file an appeal of his or her test and/or grade within 14 days after notice of the test/grade.
Eligibility Lists:
The Pool List:
A Pool List will be established for further processing of applicants as a result of both the written and physical abilities tests. Standing on the list will be based on the applicant obtaining a minimum score of 70% on the written test and obtaining a rating of “pass” on the physical abilities test.
Oral Interview:
For each number of positions to be hired, up to 10 applicants from the Pool List may be scheduled for an interview with the Interview Board. The interview will be structured and the applicant will be rated on their responses to questions based on essential behavioral characteristics. The applicant’s score for the oral interview will be the average of the scores submitted by each Interview Board member. An average score of 70 or higher is required to pass the interview in order to be placed on the Certified List.
The Certified List:
Candidates will be placed on the Certified List in the order of their interview scores. All applicants on this list will be subject to an extensive background investigation that will be conducted by members of the Huber Heights Police Division. The Chief of Police may invoke the “Rule of Three” for the final list. Applicants on this list will be considered for any vacancies in the position of Police Officer.
If an applicant obtains placement on the Certified List, and is not able to be Certified through the Ohio Peace Officer Training Commission at the time of appointment, that applicant will be passed over and remain in line on the Certified List for reconsideration at the time of the next appointment. That applicant can remain on the Certified List for consideration of appointment until the list expires or is cancelled.
The Certified List will remain valid for a period of one year and can be extended for up to one additional year.
Appointment:
Truth verification, psychological and physical fitness examinations will be required of those persons in line for appointment to the position of Police Officer. Appointments will be made on a probationary basis for one year from the date of appointment. The list will be valid for a period of at least one year and may be extended by the Chief of Police for two additional years.
Re-Application:
- A candidate who does not pass any portion of the competitive examinations may re-apply at the next testing process.
- A candidate who is placed on the eligibility list but does not receive and appointment before expiration of the list may re-apply at the next testing process.
- A candidate who is disqualified from a selection process due to findings in the background investigations may not re-apply at future testing processes.
List of Disqualifying Criteria:
Criminal Conduct:
- Felonies:
All applicants who have been convicted of or have pleaded guilty to a felony or the attempt, conspiracy, or solicitation of a felony, including but not limited to: treason, murder, involuntary manslaughter, rape, robbery, arson, burglary, kidnapping, and any other felony that involves physical forces or the threat of physical force or crimes of dishonesty will be disqualified.
- Misdemeanors:
All applicants who have been convicted of or have pleaded guilty to a misdemeanor offense in court within five (5) years of the date of application may be disqualified. Any applicant convicted of two (2) misdemeanors may be disqualified.
- Drugs excluding marijuana:
Any use of any prohibited substance or abuse of a controlled substance may be grounds for rejection. All applicants who have been convicted in court or plead guilty to the possession and/or sale of narcotics, dangerous drugs or hallucinogens or any other controlled substance or drug of abuse that relates to job performance or an attempt, conspiracy or solicitation to commit such a criminal act, will be disqualified.
- Marijuana:
All applicants who have been convicted in court or have pleaded guilty to the sale of marijuana, or an attempt, conspiracy or solicitation to commit such a criminal act, will be disqualified. All applicants who have been convicted in the court or plead guilty to the possession of marijuana may be disqualified. All applicants who have used marijuana during the selection process will be disqualified.
- Sex Offenses and Acts of Violence:
All applicants who have been convicted in court or plead guilty to a sex offense as defined in Chapter 2907 of the Ohio Revised Code, or an attempt of causing or threatening bodily harm as defined in Chapter 2903 of the Ohio Revised Code, or an attempt, conspiracy or solicitation to commit such a criminal act, will be disqualified.
- Guns, Concealed Weapons, and Dangerous Ordinance:
Any applicants who have been convicted of or plead guilty in any federal, state or municipal court of violating any gun control ordinance, carrying any concealed weapon, or possession of any dangerous ordinance, may be disqualified. Any attempt to violate any law, statute, or regulation to the above may be grounds for rejection.
- Traffic Offenses:
All applicants who have been convicted of or plead guilty in the last six (6) years in any court of competent jurisdiction of any of the following offenses will be disqualified: driving while impaired by drugs or alcohol, vehicular homicide, leaving the scene of an accident, reckless driving, or revocation or suspension of driving privileges. Any applicant currently under suspension or revocation of driving privileges will be disqualified. Any applicant with six (6) or more points on their current record may be disqualified. No applicant will be eligible for appointment as a sworn employee unless that person possesses a valid Ohio driver’s license.
Employment – Related Conduct:
- All applicants who within five (5) years of the date of application have been discharged from previous employment for insubordination, serious misconduct on the job, unexcused absenteeism or tardiness, may be disqualified. All applicants who within the past five (5) years have been suspended, reprimanded, or disciplined for insubordination, misconduct on the job, unexcused absenteeism, tardiness, inefficiency or neglect of duty on two (2) or more occasions, may be disqualified.
- Pilferage or thefts of cash, goods, or services from a place of employment will be cause for disqualification.
Miscellaneous Disqualifying Criteria:
- All applicants who have failed to obey or honor any judgments entered by a court of record, including, but not limited to, alimony or support payments, or have failed to pay any fine imposed by a court of record, may be disqualified.
- All applicants who have been other then honorably discharged from the United States military service for reasons that are job related may be disqualified.
- All applicants who have made any intentional false alarm to any police agency may be disqualified.
- Any applicant who is currently a member of any organization that advocates crime or the violent overthrow of the United States government will be disqualified.
- All applicants who admit a current pattern of alcohol, drug abuse or illegal gambling within the past twenty-four (24) months will be disqualified (i.e., conduct that is predictable, repetitive or continuing activity).
- All applicants who have made false statements regarding any material matter during the selection process or have omitted any requested information on the questionnaire, or who have cheated during any portion of the selection process will be disqualified.
- Any applicant who has paid or accepted a bribe or favor to cover or hide any criminal offense, or acted in any manner to prevent discovery and/or apprehension of any criminal by any duly constituted law enforcement agency, or was involved in any plan or attempt to accomplish any of the above, may be disqualified.
- All applicants who admit during the selection process to committing any of these offenses listed above may be disqualified as though they had been convicted.
